It is official now – the permission for moving large agricultural machinery to the roads is not required!

 

The decree «On Amendments to the Traffic Rules» that abolishes the need to obtain a permit for the movement of large agricultural machinery by roads and is developed by the experts of the Ukrainian Agri Council together with the Ministry of Development of Economy, Trade and Agriculture of Ukraine, came into force.

The corresponding document was published in the official edition of «Uryadovyy kuryer» of the central executive bodies of Ukraine dated March 7, 2020.

So, now agrarians do not need to be allowed to move agricultural machinery up to 3.75 m wide. However, the document sets out mandatory safety rules: flashing beacons should be enabled and escorting should be provided. And keep in mind that the new rules apply to all roads except roads in regional cities.

Let’s recall that the requirement for obtaining permits was provided by the Law of Ukraine «On Traffic» and was motivated by the need to preserve the roads. However, this permit did not in any way affect the preservation of the roads and the process of obtaining it was lengthy, complicated and bureaucratic.

The agrarian authorities had to apply to several institutions for permission: the Regional Highway Service, the Department of Construction and Architecture of the Regional State Administration, and the Center for Administration Services (CAS). In addition, it was necessary to indicate the route of movement of equipment, which is impossible to do, since it is extremely difficult to plan where and when the equipment will move. And for vehicles over 3.75 meters wide, a police escort was needed, which made it even more inconvenient, because to get it, one had to coordinate the departure of the equipment with the police schedule. The process could last from a week to a month, which in many cases simply blocked the operation of the farm and resulted in large losses.
